Kubara Psychiatry & Behavioral Health LLC, is a Practitioner owned practice that offers mental and behavioral Health services to children, adolescents, adults and elderly. We provide onsite and virtual office via telehealth visits. Telehealth allows the client access to mental and behavioral healthcare from the comfort of their homes or their individual space.
We pride ourselves on ensuring that our practitioners provide an individualized and well-rounded approach to treatment and healing. We evaluate each client’s needs and work together to find the best treatment plan that will benefit the client the most. We will provide the necessary tools needed to begin establishing a healthier, happier life.
We offer a variation of services and based on you and your needs we work together collaboratively to meet those needs. Our services include psychiatric, psychological evaluations and assessments, medication management, psychotherapy, telepsychiatry, and client education.
Often times in life we may encounter unexpected changes and encounters that can cause individuals and/or families to experience physical & mental pain. It may cause one to obtain mental and/or behavioral conditions. These are actions, or events that we have no control over such as death, an accident, or health condition that suddenly arises. We are here to assist you as we understand the impacts.

Meet Cecilia Ragsdale
Cecilia Ragsdale is a Board-Certified Psychiatric Mental Health Nurse Practitioner qualified to practice in psychiatry and behavioral health. She diagnoses, manage, treat, and prescribe medications for children, adolescents, adults, and elderly.
Her specialties include ADHD, Anxiety, Bipolar, Depression, OCD, Panic disorder, Mood disorder, and PTSD. Cecilia provides a holistic and evidenced-based approach to psychiatric evaluations, assessment, and medication management and provides psychotherapy for individuals and families across the life span.
Cecilia is dedicated to helping her clients optimize their mental health by developing a collaborative partnership and tailoring a treatment to meet the needs of each individual. Her approach to treatment and care is based on effectively listening and understanding their individual needs so that she may collaborate with them and other team members to provide effective care and treatment.
She helps her clients to understand that behavioral and mental health disorders are nothing to be ashamed of and it is ok to seek help when dealing with these disorders.
She has a love for her career and in helping, managing and treating those suffering with mental health disorders heal better.

Meet Tricia Sheperd
Tricia Shepherd, PMHNP‑BC, FNP‑C, is a board‑certified Psychiatric Mental Health Nurse Practitioner with more than 30 years of nursing experience across acute, primary care, and community-based settings. She currently practices at Kubara Psychiatry and Behavioral Health, LLC., where she joined the team in 2025.
With dual certification as a Family Nurse Practitioner, Tricia brings a truly holistic approach to psychiatric care. Her background in family medicine allows her to seamlessly address co‑occurring physical and mental health conditions, improve care continuity, and support patients with a whole‑person perspective that enhances outcomes across the lifespan.
Tricia diagnoses, treats, and manages medications for children, adolescents, adults, and older adults experiencing a wide range of mental health conditions, including depression, anxiety, ADHD, bipolar disorder, borderline personality disorder, and post‑traumatic stress disorder. Her clinical practice centers on comprehensive psychiatric assessment, medication management, crisis intervention, and evidence‑based treatment planning. She provides both in‑person and telehealth services to ensure accessible, flexible care for her patients.
Dedicated to culturally sensitive, patient‑centered care, Tricia is committed to reducing mental health stigma, expanding access for underserved populations, and closing gaps in care through advocacy and community engagement. She strives to empower her clients by educating them about their conditions, encouraging active participation in their treatment, and fostering confidence in their ability to achieve emotional wellness.
